Actually, when it comes to contagious diseases, its the responsiblity of the National Institute of Health and The Center of Disease Control's job to make sure there is enough vaccine produced. The State Health Department doesn't get involved until the vaccine reaches the state.

My logic follows the same course that S & P put out about FEMA.
By their reckoning the "National Institute of Health and The Center of Disease Control" shoud be on the state level....
