Depends on where you live. I didn't know the differences in the soil from one neighborhood in Montgomery than another until one of my neighbors in Pecan Grove told me when he was looking for a place to build a house, that most of Montgomery is made up of what they call prairie soil. That soil expands and contracts depending on the moisture content, which is why a lot of homes have damaged foundations. The soil when moist, clings to the foundation, but as it dries and shrinks, it pulls apart the foundation.

Now Pecan Grove is one of a few places in Montgomery that has a log clay content. The clay acts like a barrier to contamination. I'm not sure what the soil is like on the north side of town but I do know that the EPA had already came into the affected areas and hauled off truck loads of contaminate soil and replaced it. Whether that stopped the spread, who knows.
