Reliance on Government is what killed these people. The Breakdown at the loal and state level. It is the individual STATES responsiblities to protect its citizens from natual Diasaters. Where was FEMA in San Fran or Chicago?

As I said in an earlier post, the blame starts with the mayor of New Orleans, C. Ray Nagin. Who else would know the make up of his city and know that a fourth of the population didn't have the means to evacuate. And instead of contacting the Governor and asking her to get buses and other means of transportation to evacuate those people out, he sits there as asks where is the calvery that is supposed to come and save the day. The Governor of LA should have had the National Guard put on stand by and as soon as the storm passed, sent them in full bore to stop the looting and try and give some semblance of order.

The reason the system operates so different there than the rest of the country is because, according to the Wikipedia (online encyclopedia)

Louisiana is the only state whose legal system is based on Roman, Spanish, and French civil law

The rest of the country bases their legal codes on English Common Law.
