Government shouldn't be viewed as our father or mother.
Then we shouldn't look for our government to protect us from terrorist, natural disasters or wide spread diseases. Ever since the days of Kingdoms, the agreement was, you live in my Kingdom and I will protect you. Otherwise we will live in anarchy.

Is not the belief of some: "That what we cannot control is an enemy of the state"?
