BIG BROTHER
The Pentagon doesn't want anyone to know about their programs used to spy on us. Computer worms and spybots that let them track what everyone says. Otherwise why would they fight so hard to deny its existence and prevent people from talking about it, just like Area 51 and Hanger 18.

plausible deniability?
I have been to Area 51, it does exist. When I visited it in 1985, it was heavily guarded by the blackened out SUVs.
