The Bush administration wants to put more active duty military personel into use during natural disasters. But, several Governors are against the idea because it takes away their authority to call out the National Guard for such emergencies.

For a President who wants a Supreme Court Justice that follows the Constitution, he is wanting to go against it in this case.

Bush has his roles backwards, its the active duty that fight the wars and its the National Guard who stay home and help out with natural disasters.
