DRUGS
Illegal drug use is getting so bad in the US that the FBI is having a hard time finding new recruits that have never used drugs. SO, as a result, the FBI wants to relax its no drug policy and give a period of time since the last known time a person has used drugs to when they may be hired. If it passes, former drug addicts can work for the FBI.

From a wishy washy standpoint, I can understand that.
After all, they do hire convicted hackers to come and work for them, so what makes drugees any different?
