What I think needs to happen is that they get Ward 9 cleaned up and start rebuilding the city and as people come back, the Mayor and Governor can work out a plan where as tax money comes in, a certain portion is earmarked toward the levee systerm, strengthening and maintaining it. It will have to be an on going situation, because trying to do it all at once is going to be impossible. Get the people back and then work on the levees.
