The Constitution gave the power to create the Legislative branch which gave us the people with disabilities act. Following the guidelines set forth in the constitution, new law was created that adapted to society....tada.

YES, that is what I've been trying to say. Now there are those in power, such as Senator Pat Buchanan who are strict Constitutionalist, but he even went so far as to say all foreigners should go back to their country of origin. He said this during his bid for the 1992 Presidential Campaign, the same year that Japanese-American Kristi Yamaguchi won the Gold Medal in the Olympics and right before she was to make a visit to his state of Washington.

So, sometimes you have to be careful, especially if you are in power, otherwise you end up with egg on your face.
