I hate to say it but you're right. As far as the Federal Government is concerned. People are numbers on a spread sheet. Look how they evacuated New Orleans once they got down there to do it. Many families were broken up because they put people on the closest helicopter. It didn't matter if their family members were on a different one or not. And they weren't all sent to one place either. That's why is still taking a national effort to re-unite family members.

Now had the local government got involved in the begining, families might have stayed together.
