FEMA'S TOP JOB UP FOR GRABS

President Bush is finding it hard to find a new director for FEMA. Out of the 7 so far interviewed, no one has wanted the job. And they won't as long a FEMA stays under the control of Homeland Security. When it was an independent entity, there weren't the problems like what happened last year. There are too many chiefs and not enough Indians in the program.
