To Answer Dennis, that is the question, why was Hooper out there at the same time is Chief Wilson. Not only that but Hooper had surveillance equipment in his car at the time, including camera and microphone, both which were on during the traffic stop. It is believed that Hooper has been following Wilson in hopes to get something to use against Wilson in attemt to get his job back at the police department.
